Blue Dots on Screen

ey all
i have these weird blue dots on my screen that just appeared only when i was on wasteland like a coupla days ago. There are liek i dunno a half a dozen scattered around the screen and they are blue and just slowely fall to the bottom of the screen moving from side to side.
Anyone got any idea what they are or does anyone have the same thing happen to them???

They're only blue on the default skin because if they are white you won't be able to see em. Bascially i tried to follow the color of the theme.
